(WRXX) Following lengthy investigations by the Jefferson County Sheriff Department and Mt. Vernon Police Department’s narcotics unit, law enforcement executed 15 arrest warrants in the area Tuesday.

Shortly after 8 a.m. Tuesday, the High Risk Team executed a knock and announce search warrant at 517 South 22nd Street in Mt Vernon.

At the same time, officers of the Mt. Vernon Police Department, Jefferson County Sheriff’s Department, ATF and Marshalls Task Force served arrest warrants at 509 South 22nd and 2220 Cherry Street.

During those searches, 31-year-old Kegan R Graham, was taken into custody on charges of Aggravated Delivery of Methamphetamine 100 – 400 Grams, Manufacture / Delivery of Cannabis Over 500 Grams, Possession of a Controlled Substance and Possession of Drug Equipment.

21-year-old Sebastian O. Whipple was arrested on a Jefferson County warrant charging Unlawful Delivery of Cocaine 1-15 Grams within 500 Feet of a School / Church. Bond on the warrant is set at $40,000.

During Whipple’s arrest, officers reportedly observed illegal items in plain view. Detectives were called to the scene and assisted in securing a Jefferson County search warrant for the residence.

The subsequent search reportedly revealed cannabis, controlled substances, currency, and ammunition.

Whipple was additionally charged with Possession of a Controlled Substance, Manufacture / Delivery of Cannabis 30-500 Grams, Illegal Possession of Ammunition and Obstructing Justice / Destroying Evidence.

Whipple was incarcerated in the Jefferson County Justice with bond to be set.

At the Cherry Street location, officers took 24 year old Rafael Diaz into custody on a Jefferson County warrant charging Manufacture/Delivery of Cocaine.

While placing Diaz under arrest, officers reportedly observed illegal items in plain view and secured a search warrant for the home.

The subsequent search reportedly revealed cannabis, controlled substances, currency and firearms.

Diaz was additionally charged with Manufacture/Delivery of Cannabis 30-500 Grams, Possession of Firearms by a Felon, Possession of a Controlled Substance and Armed Violence. Diaz was incarcerated in the Jefferson County Justice Center with bond to be set.

Officers assigned to the detail then began checking various residences and locations throughout Jefferson County for other persons wanted on warrants:

  • 39-year-old Jerrett S Spells, on a Jefferson County was arrested on a warrant charging him with Delivery of a Controlled Substance 1-15 Grams in a Park and a second count for Delivery of a Controlled Substance 1-15 Grams.
  • 62-year-old Jeffrey E Dent was arrested on a Jefferson County warrant charging two counts of Delivery of Methamphetamine.
  • 39-year-old Christopher M Carter on a Jefferson County warrant for Possession of Methamphetamine.
  • 34-year-old Eric V. Rakers on a Jefferson County warrant for two counts of Delivery of Stolen Firearms, two counts of Delivery of a Firearm to an Addict, and one count of Delivery of Methamphetamine 5-15 Grams. Rakers is also a suspect in a residential burglary and theft cases in Mt. Vernon, additional charges are expected.
  • 31-year-old Richard C Hicks on a Jefferson County warrant charging three counts of Delivery of Methamphetamine. Bond is set at $100,000.
  • 54-year-old Rebecca Phillips on a Jefferson Count warrant charging Unlawful Delivery of a Controlled Substance. Bond is set at $75,000 (10% applies).
